Britain and France to Deploy Forces to Ukraine in the event that a Peace Deal is Agreed

The British and French governments have signed a memorandum of understanding concerning the positioning of troops in the nation if a peace agreement be concluded with Russia, the British leader, Keir Starmer, has declared.

Subsequent to negotiations with allied nations in the French capital, he indicated that the UK and France would "establish defense centers in various parts of Ukraine and erect protected installations for arms and military equipment" to prevent any future invasion.

The coalition members also suggested that the United States would assume leadership in monitoring a truce.

Moscow has repeatedly stated that any non-Ukrainian military in Ukraine would be considered a "legitimate target", but has not yet issued a statement on this latest announcement.

The Situation and Continuing Hostilities

Russian President Vladimir Putin initiated a comprehensive attack of Ukraine in the start of last year, and Moscow presently holds about 20% of Ukraine's sovereign soil.

"This is a vital part of our pledge to stand with Ukraine for the foreseeable future," stated the UK Prime Minister.

Top officials and high-ranking officials from the "Coalition of the Willing" participated in Tuesday's talks.

Addressing reporters at a shared media briefing, Starmer added: "It paves the way for the operational parameters under which British, French, and partner forces could operate on Ukraine's territory, securing Ukraine's skies and seas, and restoring Ukraine's armed forces for the time to come."

The PM went on to say that the UK would take part in any Washington-directed confirmation of a prospective cessation of hostilities.

Security Guarantees and Diplomatic Positions

Senior Washington representative Steve Witkoff stated that "long-term safety pledges and strong prosperity commitments are critical to a lasting peace" in Ukraine – referring to a central demand made by Ukraine.

Witkoff said the allies had "substantially agreed on" their work on finalizing such pledges "so that the citizens of Ukraine know that when this war ends, it ends forever."

The former US envoy, US President Donald Trump's special envoy, also was involved in the talks.

Separately, France's leader Emmanuel Macron declared that Ukraine's partners had made "significant advances" at the meeting.

He said that "strong" security guarantees for Kyiv had been agreed in the case of a possible ceasefire.

Ukrainian President Volodymyr Zelensky commented that a "significant development" had been made in Paris, but cautioned that he would only consider efforts to be "adequate" if they led to the end of the fighting.

Earlier, he indicated a peace agreement was "90% ready". Settling the last 10% would "determine the fate of peace, the fate of Ukraine and Europe".

Unresolved Issues

  • Territory and security guarantees have been at the forefront of unresolved issues for diplomats.
  • Putin has often said that Ukrainian troops must pull back from the entirety of Ukraine's eastern Donbas or Russia will seize it, dismissing any concession over how to end the war.
  • The Ukrainian President has thus far ruled out surrendering any land, but has floated the idea that Ukraine could withdraw its forces to an agreed point – but only if Russia does the same.

Russia currently controls approximately 75% of the Donetsk region and some 99% of the neighbouring Luhansk region. The areas form the area of the Donbas.

The earlier US-led comprehensive framework that was widely leaked to the media last year was perceived by Kyiv and its European allies as being disproportionately favorable in Russia's favor.

This sparked a period of high-level diplomacy – with all sides trying to revise the draft.

The previous month, Kyiv presented the US an new 20-point plan – as well as distinct documents describing possible security guarantees and arrangements for Ukraine's recovery, the President said.
